PhD in Law from the Department of Constitutional Law of the Universidad Complutense de Madrid (2016). Master's Degree in Parliamentary Law, Elections and Legislative Studies from the same university (2010). Fellow of the Santander Young Research Professors Scholarship. Specialist in Constitutional Law and Human Rights UCU (2008). Professor of Constitutional Law, teaching from 2008 to date in undergraduate and graduate courses on Constitutional Law and Human Rights at the Catholic University of Uruguay. He was director of the Department of Law and the Department of Public Law at UCU between 2018 and 2022. He was a member of the Board of Directors of the Uruguayan Bar Association. Member of the National System of Researchers of the ANII. He is currently a full-time research professor at the Department of Law of the UCU.

Research interests

My research is framed in the area of Constitutional Law and, to a lesser extent, in issues of Theory of Law and Political Philosophy. Specifically, my research interests are currently the following: constitutional interpretation and interpretation of legislative acts, control of constitutionality of laws and legislative responses, constitutional reform, models of constitutionalism, system of sources, fundamental rights -especially political rights- and dogmatics of the Uruguayan Constitution. My latest research has focused on the study of weak models of constitutionalism -such as the Uruguayan one- and on the reflection on measures that contribute to a democratic outlook and optimize the dialogue between interpreters in terms of rights specification. I have also made short papers and dogmatic presentations on current issues, such as laws with declaration of urgent consideration or non-consensual voice recordings, among others, to contribute in this way in discussions of immediate public relevance.
