Research interests

Her academic work focuses on the analysis of central points of Public Law and, more specifically, Constitutional Law, Administrative Law, and Human Rights. Her main research relates to the theoretical study and practical application of fundamental rights; specifically, the analysis of conflicts and limitations on rights —that is, when and how the government may limit a right, or when and how it must guarantee it. Within this framework, the following five lines are central aspects of her research: (i) The definition and standards of fundamental rights, their content, and limits; (ii) The resolution of conflicts involving and between fundamental rights, and the control of limits on public authority to ensure the protection of rights; (iii) The relationship between democracy and fundamental rights; (iv) The impact of the case law of the Inter-American Court of Human Rights on the protection of rights, democracy, and the domestic law of each State; (v) The application and interpretation of the Constitution and the American Convention on Human Rights, and their influence on Administrative Law and other law areas.

Personal profile

Doctor in Law, Catholic University of Uruguay (UCU) (2011). Postgraduate in Tax Specialization, UCU (2012). She was a Professional Visitor of the Inter-American Court of Human Rights (2013). She has a Master's Degree in Constitutional Law (Extraordinary Award) from the University of Seville, Spain (2015), and a PhD (cum laude) from the University of Seville, Spain (2019). She was a research scholar and carried out postdoctoral research stays at the Max Planck Institute, Germany (2022-2023). She is also a graduate of the Master's course in Business and Human Rights from the University of Bergen, Norway (2022), of the Diploma in Legal Management Program from the Catholic University of Valparaíso, Chile (2018), and of other diplomas and courses in the subjects of her specialty. She is a Professor on the areas of Constitutional Law, Human Rights and Administrative Law at UCU, and has been invited as a Professor by foreign Universities. Is part of the National System of Researchers of Uruguay (since 2019). Since 2022 she has been a consultant of the Inter-American Commission on Human Rights.
