Resumen

Considering the main paradigms of our days linking to the title of this paper, the author studies the approach process between the International Law of the Human Rights and the Constitutional Law, from the original separation, across the complementation period, the transformation of the international law in constitutional law, until their recent merger without the blending of their different sources. The paper deepens the concept of the «human rights block» trying to avoid terminological problems and clarifying its meaning. At the end, the author analyzes the compatibility of the notion of the «human rights block» with the Uruguayan Constitution and the current Supreme Court's decisions.
